How may I contact an inmate by phone?

Telephone calls cannot be placed to inmates. Inmates have daily access to phones that allow them to place collect local and long distance calls.

Jail Staff are not allowed to pass notes or messages to inmates.

Phone Cards:
Inmates may purchase phone cards from the Jail.

May I send mail to an inmate?

Yes, however, inmates are not allowed to receive certain items for various reasons. If restricted items are used or sent, the inmate will not receive the mail until their date of release.

The items not allowed are:

  1. Items that can be purchased on commissary (blank paper, envelopes, pens, blank cards, phone cards)
  2. Stamps
  3. Unknown substances on paper, envelopes, or photos
  4. Lipstick, perfume, cologne, or scented items
  5. Stickers, tape, post-it notes, labels, glitter (including glitter pens), glued on items, white- out, paint
  6. String, ribbon, confetti
  7. Musical cards
  8. Plastic, laminated items, metal objects
  9. Cardboard, construction paper, cardstock
  10. Polaroid pictures
  11. Sexually explicit photos or materials, including nude/semi-nude photos
  12. Pages torn out of books, catalogs, or magazines
  13. Food items
  14. Tobacco products
  15. Clothing
  16. Books, magazines, or newspapers not sent directly from the publisher, book club, or recognized internet bookseller
  17. Used books, regardless or their origin
  18. Hardbound books, regardless of their origin
  19. Gang related material
  20. Racist or other inflammatory materials (advocating ridicule or scorn of any ethnic, racial, religious, or other group)

Work Release
Where is Work Release located?
The Work Release office is located at 312 SW First Ave., Kelso, WA 98626.
If I am sentenced to jail, how do I apply for Work Release?
Apply in person at the Offender Services Office (3rd Floor, Hall of Justice) , at that time a screening appointment will be set for the potential client.
How do I know if it has been approved?
The Program Screening Officer will let the client know at the time of their screening.
If I receive a deferred sentence, when should I report to start serving my sentence?
On the date that the courts specify.
What can cause Work Release to be terminated?
The use of alcohol or any controlled substances with cause an inmate to be terminated from work release. Also, failure to comply with the work release program rules can cause you to be terminated from the program.
If I have questions about Work Release or any rules, who should I contact?
Call the Work Release staff at 360-577-3087.
How much are Work Release fees?
  1. Daily Rate:Two times a client's hourly rate per day, with a minimum of $20.
    • Example 1: If a client makes $20/hr, the rate is $40/day.
    • Example 2: If a client makes $5/hr, the rate is the minimum $20/day.
  2. One-time Setup: $20
  3. Clients with 10 days or less, One-time Setup: $70
  4. Urinalysis: $20
  5. Urinalysis Re-Test: $15
  6. Daily Rate for clients in Work Release on charges transferred from another county: $100/day
  7. One-time Setup for clients in Work Release on charges transferred from another county: $20
If I am serving fines, am I eligible for Work Release?
Yes, if a client meets screening criteria and is fully sentenced.
What type of property can I have while on Work Release?
Clothing, bedding, and personal hygiene products (alcohol free) are allowed while at the work release facility.

How much are Electric Monitoring fees?
All fees are
  1. Daily Rate:Two times a client's hourly rate per day; minimum of $20/day.

  2. One-time Setup: $20

  7. Setup for clients in EM on charges transferred from another county: $20
  8. Transportation home from EM if none is available to client: $20/each instance
  9. Closing: $20 or daily rate (whichever is highest)
  10. Move residence while on program: $20/each instance
  11. Sobrietor / In-home Breath Tester: $10/day extra

Work Crew

If I am sentenced to jail, how do I apply for Work Crew?
Fill out a kite for the Program Screener once in custody.
How do I know if it has been approved?
The Program Screening Officer will let the client know at the time of their screening.
If I receive a deferred sentence, when should I report to start serving my sentence?
On the date that the courts specify.
What can cause my Work Crew opportunity to be terminated?
Failure to comply with the Work Crew program rules can cause your opportunity to be terminated.

Yes.
Property
What type of property may be brought to an inmate?
All clothing and necessary personal hygiene items are provided. The Corrections Department will accept only the following items:
 -- Legal documents
 -- Prescription glasses or contacts
 -- Court clothing for trials
 -- Medications prescribed by a licensed medical provider.
What type of property can an inmate have while incarcerated?
Jail issued clothing and bedding items and items purchased from our commissary list.
When can an inmate release property to the public?
Keys can be released up to 72 hours after incarceration. Other property will not be released at any time.
If an inmate has been sentenced to prison, property may be picked up the day after they have been transported.
Inmate Accounts
When and where can I place money on an inmate's account?
Money can be deposited on an inmate's account by sending a cashier's check or a money order to the jail address.  The address is:

Money orders, cashier's checks and cash may be left for inmates:
Monday through Friday from 8:30am to 3:15pm
When can inmates buy items from the commissary?
Inmates can order from the commissary on Sunday evenings. In order for an inmate to receive commissary, they need to have money available to be deducted from their account no later than Monday night. Money is deducted on Tuesday mornings for commissary requests.
When can inmates release money from their accounts to the public?
One time only and with the Sergeant's approval, inmates may release money from their accounts at their visiting time.
When an inmate is released, in what form will his/her account be returned?
All inmates receive a check for the balance of their account.
Booking, Bail, & Release
Where will an individual be booked after his/her arrest?
The Cowlitz County Jail, 1935 First Ave., Longview, WA. 98632 
How can someone that has just been arrested be released without appearing in court?
An inmate can be released without appearing in court with posted bail.
Where do I go to post an inmate's bail or fine?
Bail can be posted at any time.
 
During business hours, cash bail can be posted on the 2nd floor of the Hall of Justice with the respective Court Clerk.

After hours the jail will take cash bail.
The jail does not take checks and will need the exact amount of bail.  We cannot make change.
There are local Bail Bond Agencies in the phone book that are also available any time, and will need the name and charges of the inmate to get started.
Who determines if an individual can be released on bond prior to appearing in court?
For felony charges, the arresting officer and prosecutor determines if an individual can be released on bond prior to appearing in court.

For misdemeanors, most municipal and district courts have pre-set bail amounts for each charge. If extenuating circumstances exist, the arresting officer contacts the prosecutor to determine the appropriate bail to set.

Will the Corrections Department take a personal check?
No. The Corrections Department will only accept:

Cash
Cashiers Check
Money Order
Tax Refund Check
SSI Check (Jail will check eligibility)
Unemployment Checks (Jail will check eligibility)
Checks from other Jails
Misc. Government Checks

What is the deadline to post a bond for someone who has not appeared in court yet during a court day?
Bond must be posted prior to the docket starting on the day of court for someone who has not appeared in court.

Misdemeanor Court Days: 8am

Felony Court Days:
Mondays & Fridays - Noon
Tuesdays & Thursdays - 8am
Wednesdays - 11:30am

Weekends: No Court occurs on the Weekends, so bonds are able to be posted at any time.

Sentences
After an inmate is sentenced, who calculates the release date?
The Court Officers determines release dates.
Can the Corrections Department tell me when someone is scheduled for release?
No.  The Corrections Department will not tell you when an inmate will be released.
When are inmates released after they are finished with their sentence?
Typically, inmates are released the morning of their release date, unless a judge has ordered otherwise. For instance, if an inmate is sentenced to 24 hours and they report for jail at 7pm, they will be released at 7pm on the following day.
