The three commissioners are elected to four-year
terms. The county is divided into three districts on the basis of
population. At the time of election, each commissioner must live
in and represent his/her district.

The commissioners are partisan and are nominated in
a primary election encompassing only their district. In the general
election, all county voters are given an opportunity to select the
commissioners who ultimately serve.

The Commissioners are:
Michael A. Karnofski, District 1

Mike Karnofski was
elected to fill Kathleen Johnson’s
term which expires December 31, 2012. Mike took office on September 1, 2010. Mike retired from Weyerhaeuser after 37 years working
in a variety of positions, including environmental manager, utilities
operations manager, human resources manager, and region services
manager. Mike is also active in the community as
a member of the Cowlitz Economic Development Council
Executive Board and United Way Board. Mike's assignments include: Comm Center 911 Council and 911 E-Board, County Weed
Board, Comprehensive Economic Development Strategies Committee, Economic
Development Council (EDC), Lower Columbia Fish Recovery Board, Park
Board, Pathways 2020, Workforce Development Council, and Washington
Counties Insurance Fund (WCIF).
George
Raiter, District 2
George
Raiter is currently on his third term;
he was elected County Commissioner on January 1, 2001. His
current term expires December 31, 2012. He has held various positions in
the community, including Longview City Council from
1978 - 1986, City of Longview Mayor, Cowlitz
County Planning Commission
and the State Legislature. Previously he worked in the private sector as
Quality Manager and Plant Manager for Reynolds Aluminum and
Environmental Manager for Weyerhaeuser, all in Longview.
His assignments include: Clean Air
Agency, Cowlitz Transit Authority, Cowlitz/Wahkiakum Council of
Governments, Disability Board,
Kelso-Longview Chamber Board of Directors, Law
Library, and County Treasurer's Finance Committee. George also
serves on the Longview Library
Foundation and Washington State Association of Counties Legislative
Steering Committee.
James Misner, District 3
James Misner started his first term on January 1, 2011. His
current term expires December 31, 2014.
James worked previously as a self employed contractor
and real estate investor, where he managed several departments and large
staff. James has been and remains active in his community having
served as the former chair of the Silver Lake Watershed Advisory
Council, local networking groups, and civic activities such as the
Castle Rock Festival of Lights that he and his wife Stephanie created in
2010.
James is the Commissioner liaison for the Hall of Justice and his board
and committee assignments include: Castle Rock/Toutle
Regional Water System Board, Emergency Management Advisory Council,
Expo/Conference Center (Fair, Rodeo, and PFD Boards), Law and Justice Council, Lodging Tax Advisory
Committee, Silver Lake Watershed Advisory Council, Title III Local
Emergency Planning Committee (HAZMAT), Southwest Washington Agency on Aging and Disabilities
(SWAAD COG), Big Idea Tourism Board of Directors, and Mount St. Helens Citizen Advisory Group.
James is married with two children.
