Department of Human Resources develops and
administers the County’s personnel programs to contribute to sound
utilization of human resources and promote fair employment
practices; negotiate and administer labor contracts for eleven
bargaining units; aids managers of County departments in staffing,
training, compensating and providing personnel benefits for
employees; and ensures the County’s compliance with state and
federal laws and regulations concerning personnel practices.

Risk Manager
The Office of Risk Management manages all county insurance policies, handles claims against the
County, ensures that safety regulations are being followed, provides
training for County employees and investigates accidents involving
County employees and/or equipment. The Office administers the
workers’ compensation benefit programs.

The Systems Administrator
implements upgrades and changes to the PeopleSoft financial accounting system
including human resources, payroll, and financial processing and
reporting in order to discharge the financial responsibilities of the
County in a legal, accurate and ethical manner

The Office of Financial Management
facilitates the Board of Commissioners’ in developing a fiscally
sound budget for the operation of County government in its provision
of services to the citizens of the County. The Office does this by
effective planning and maintenance of budgetary control over
expenditures, provides revenue forecasts and analysis of cash flow
activities of County departments. OFM acts as liaison between the
Board of Commissioners, department heads and elected officials on financial matters.
The Office of Financial management
acts as a resource for grant management activities by collaborating
with other departments, state and federal agencies, community
groups, associations, media and citizens concerning project/program
needs; researches and develops funding sources; writes grant
proposals or reviews proposals submitted by others; negotiates
contracts, and conducts operational and financial audits to ensure
compliance with project work plans and grant terms.
