The Mission Of The Medical Reserve Corp

The mission of the Medical Reserve Corps (MRC) is to improve the health and safety of communities across the country by organizing and utilizing public health, medical and other volunteers.

Cowlitz County Public Health volunteers are registered through the Region IV Medical Reserve Corps and as an Emergency Worker through the Cowlitz County Emergency Management Department.

What Will I Be Doing As A Volunteer

Volunteer roles will vary, depending on the emergency and what staffing needs exist.

Medical volunteer roles may include:

  • Dispensing medications

  • Injecting vaccines

  • Reviewing health histories

Support volunteer roles may include:

  • Assisting people with paperwork

  • Greeting and directing people through a medication center

  • Providing information about a disease or condition to people

  • Managing the flow of people through a medication center

  • Providing interpretation services

Who Can Volunteer

Public Health Medical Volunteers:

Anyone who is 18 years old or older, works well in stressful situations, has good customer service skills, works well in a team and possesses a valid license in Washington State.  

Qualified medical volunteers include the following professionals licensed in Washington State:

  • Certified Nurse Asst. 

  • Dentist

  • Emergency Medical Tech.

  • Licensed Practical Nurse

  • Lab Technician

  • Mental Health Provider

  • Nurse Practitioner

  • Optometrist

  • Paramedic

  • Pharmacist

  • Pharmacy Tech.

  • Physician

  • Physician Asst.

  • Psychologist

  • Radiology Tech.

  • Registered Nurse

  • Respiratory Therapist

  • Social Worker

  • Veterinarian

  • Other

Public Health Support Volunteers:

Anyone who is 18 years old or older, works well in stressful situations, has good customer service skills, and works well in a team.

Can medical, nursing, or public health students volunteer?

Students are encouraged to apply as a support volunteer. If students have an active professional license in Washington State, they can apply as a medical volunteer.

Can retired medical professionals volunteer?

Yes. Retired medical professionals are valuable assets and are encouraged to apply. If they do not have an active professional license in Washington State, they can apply as a support volunteer. If they have an active professional license, they can apply as a medical volunteer.

How Much Time Is Required To Volunteer

Volunteers could devote up to 8 hours per year in the Medical Reserve Corps for orientation, drills and training. Time spent volunteering during an emergency will vary depending on the scenario and volunteer availability.

What type of training do volunteers receive?

Volunteers receive training appropriate to their roles in an emergency. Topics include Incident Command Structure, Medication/Vaccination Center system, as well as role specific trainings like, for example, dispensing antibiotics for anthrax or using communication radios. Additionally, volunteers participate in drills such as a Cowlitz County Health Department or Region IV mass flu vaccination clinic drills.

Emergencies and Volunteering

What type of emergencies would I be responding to?

The Cowlitz County Public Health Volunteers serves in response activities coordinated through the Cowlitz County Health Department or as part of the Region IV MRC, which serves Wahkiakum, Cowlitz, Clark and Skamania counties, during an emergency. 

One example of a local Public Health emergency response in which the Medical Reserve Corps may assist is when rapid immunizations are needed for a large number of people in the community, such as for a widespread Hepatitis A exposure.

The Medical Reserve Corps may also assist during a bioterrorist event, for example an anthrax exposure.  A goal of Public Health would be to dispense antibiotics within 72 hours to populations that have been exposed.  Public Health would need volunteers to help dispense the antibiotics from designated medication distribution sites.

What happens if I’m needed by my employer during an emergency?

First and foremost, Public Health understands that your first commitment is to your employer. In a large emergency in which the health care system is impacted, your responsibilities are with your employer.

However, many types of events in which the Medical Reserve Corps would assist will be of a smaller scale and may not have a significant impact on the larger health care system. In many instances, early response to these types of emergencies by Public Health will help the larger health care systems avoid being overwhelmed.

Liability Protection For Volunteers

Volunteers receive liability protection and compensation for injury or death through the State of Washington's Emergency Worker Program during State approved training events and emergency missions.

Volunteer time is unpaid.

How To Apply

Please call the Cowlitz County Health Department Public Health Emergency Preparedness and Response Program, at 360.501.1219, for further information.  If you qualify to be a Public Health volunteer you will be asked to complete a Region IV MRC Application, Cowlitz County Emergency Worker Application, and consent to a criminal background check through the Cowlitz County Sheriff’s Office.
